How the work permit works
The usual route for skilled workers from India:

Employer applies to the regional authority (Flanders, Wallonia or Brussels) for your single permit for work and residence.

Once it is approved, you apply for a Belgian long-stay (D) visa.

After arrival you register at the town hall and receive your residence card.
